- Degree (B.E./B.Tech) or Diploma in Civil Engineering, or
- Degree (B.E./B.Tech) in Agricultural Engineering from a university established by law in India.

Must have one of the following:
- "O" Level or Higher Certificate from DOEACC under the Department of Electronics, Government of India, or
